Is the SEER ratio method accurate?

It is the standard first-pass estimate and it is directionally sound, but it assumes identical usage and a correctly sized system. Treat it as a conversation starter on an estimate, not an engineering calculation.

Should I include the repair cost of the old system?

If the alternative is a major repair, subtract that repair cost from the system cost to compare the two options fairly. Otherwise replacement always looks more expensive than it really is.

Can I show this to customers?

That is exactly what it is for. Contractors who put a payback figure on the estimate close more replacement work than those who present a price alone.
