When should the request go out?
The same day, while the relief of a working system is still fresh. Beyond about 48 hours the response rate falls sharply, because the problem you solved has stopped being on their mind.
Is it alright to ask only the happy customers?
No. Screening people by expected sentiment, or asking how satisfied they are before deciding whether to send the link, is review gating and it breaches Google's policy. Ask everyone. One of the templates here checks whether the work is holding up, which is a legitimate service question, not a filter.
What if someone leaves a bad review anyway?
Answer it plainly and publicly. A business with only five-star reviews reads as suspicious; a business that responds well to a bad one reads as trustworthy. The response writer on this site is for exactly that.
Should I offer a discount for reviewing?
No. Incentivised reviews breach Google's policy regardless of whether you ask for a positive one, and the penalty falls on your listing.
