Does a cheaper listing mean a lower sale price?

Not necessarily, but it is the risk worth weighing. A 1.5% commission saving is erased by selling 1.5% below what a better marketed listing would have achieved.

Do I still have to offer a buyer agent commission?

It is negotiable and practice is changing. Historically most sellers offered one to attract buyer representation; the arrangements are now more varied and worth discussing explicitly.
