Why is the recovery percentage bigger than the drop?

The drop is measured against the higher original figure and the recovery against the lower one. A 20% fall needs a 25% rise to get back to where it started.

How do I take a discount off a price?

Multiply by 1 minus the discount as a decimal. 15% off $480 is 480 × 0.85 = $408.

Can a decrease be more than 100%?

Only if the value goes negative. For a price or quantity that cannot fall below zero, the maximum possible decrease is 100%.
