How deep does a raised bed need to be?

Six inches works for salad and herbs, twelve for most vegetables, eighteen or more for root crops and shrubs.

Bags or bulk?

Bulk is far cheaper past about a cubic yard, which is eighteen 1.5 cubic foot bags. Below that the delivery charge usually decides it.
