Where does HVAC admin time actually go?

Writing the same information more than once, mostly. The technician writes the fault on a ticket, reads it to the office by phone, someone retypes it into an invoice, and a part number gets chased because the handwriting was ambiguous. None of it is anybody being slow. It is the same fact being captured three times.

Is a reduction of 40% realistic?

It depends entirely on where you are starting. A company on paper tickets has a lot of duplication to remove; one already capturing work on a phone has far less. The field is there so you can put your own number in rather than adopt one.

Does this measure technician utilisation?

No. It measures administrative load. Utilisation compares billable hours against available hours and is a different question; the technician utilisation calculator covers that one.
