What counts as a callback?

Any return trip for the same fault the customer originally called about, inside whatever window you consider fair. Different companies draw that line differently. The number only means something compared against your own over time.

What actually improves first-time fix?

Mostly two things that are not about technician skill: knowing what system you are going to before you arrive, and having the part on the van. Both are information problems. A technician who can read what was done to that serial number last year arrives with a much better idea of what to bring.

Is there an industry benchmark for callback rate?

Not one worth pricing decisions on. The figure depends on your mix of work, the age of the equipment base you serve and how you count it. Measure your own and watch the direction.
