How do I use this for service-area planning?
Work out how far a van realistically travels in the drive time you are willing to absorb. Thirty minutes at an urban average of 25 mph is only about 12 miles, which is usually smaller than owners assume.
Does this account for traffic?
Only through the speed you enter. Use your measured average speed rather than the posted limit for anything you are planning around.
