What does capping mean?

Reaching the maximum the brokerage collects from you in a year. Beyond it you keep your full side less a transaction fee, which makes the second half of a strong year far more profitable than the first.

Is the commission split at closing?

Typically the total is divided between the listing and buyer sides first, then each side splits with its own brokerage. The percentages are not standardised and are increasingly negotiated.
