Is there a rule for repair versus replace?

The common one multiplies the unit's age by the repair cost and replaces if that exceeds the price of a new system. It is a conversation starter, not an answer, because it ignores efficiency, refrigerant type and how long the owner intends to stay.

Does this say I should replace?

No, deliberately. It gives you the cost per remaining year for both options so the choice can be made on comparable numbers. The right answer depends on things not in the calculation.

Does annual servicing really extend life?

The evidence is that it helps, mostly by catching small faults before they damage something expensive and by keeping air flow and charge correct. The adjustment used here is modest for that reason.
