Footing size is a structural decision set by the load above, the soil bearing capacity and the frost depth where you are building. This works out the concrete for a footing that has already been specified. Over-excavation is the usual reason the real pour exceeds the calculated volume, which is why the waste allowance matters more on footings than on slabs.

How deep does a footing need to be?
Below the frost line at minimum, which varies from a few inches in the south to four feet or more in cold climates, and deep enough to reach soil that can carry the load. Local code sets both.
Why is my actual pour always more than calculated?
Because trenches are rarely the size they were meant to be. Soft spots, collapsed sides and over-digging all add volume, and none of them show up in the arithmetic.
