What rise and run should I use?
Around 7 inches of rise with an 11 inch tread is comfortable and usually compliant, but your local code sets the limits and it is one of the more strictly inspected details.
Why do steps take so much concrete?
Because the fill under them is solid. Steps look small and the volume under the flight adds up quickly, which is why they are often poured against compacted fill rather than solid throughout.

volume = sum of each step's wedge + the slab beneath, converted to cubic yards
